Is there anyone that can help me use the filter cutoff as a modulation matrix source?
Its very simple.... I just want to add the phaser mix/amount only at the 2nd and 3th quarters of the cutoff range.
Is this possible?

You can't do it directly (at least in this OS), you need to set up a controller (e.g. cc#13) to control both phaser mix and filter cutoff

In mod matrix, set source = Controller # (there's some of them that are free, like Controller 9, Controller 12 etc) - destination as wanted (filter 1 cutoff; phaser mix), amount as required.
Then you can use a CC# from your DAW or assign a soft knob to control those parameters -
