You need to open it as instrument rack instead of instrument track.
When you press F11 in cubase the VST instrument panel opens on the bottom side u have the instrument racks and on the upper side you have instrument tracks.
Make a new track in Instrument Racks load the Virus TI and then activate his outputs from there then you will be able to use more tracks from the virus in the same project.

I want 16 tracks or sound working in cubase for one instance of virus TI, it is possible?
On the image it shows that you have no Virus connected in your computer try to disconnect and connect again the usb cable
Ok, the easy answer is that you only ever have one instance of virus control in your project. You pu it into an instrument rack, and then in your individual tracks yousend the output of the track to the instrument rack, with each tracks channel pointing at the next sound slot (on the left of the Virus Control).
Here is an image on how i setup my Virus TI Snow to work with all 3 outputs.
01. You make rack instrument with Virus TI
02. You activate all the outputs on the button which is shown on this picture with the red circle
03. You make 3 midi tracks and you put the output to be Virus TI on all 3
04. Midi track number 1 you make midi channel 1, Midi track number 2 you make midi channel number 2 etc.
05. Then you put the parts of Virus TI outputs to be channel 1 output usb 1 L+R, channel 2 output usb 2 L+R etc.

I just like to add... In newer versions of Cubase we can now load the Virus as a standard VST instead of the rack instrument way we had to in the past. When creating a midi track just direct it to the Virus in the inspector section. The lil box with the out arrow will give you the ability to turn on the other 2 outputs.
